As a North Shore resident, Stephen encounters the infrastructure challenges of our community firsthand. His daily experience with our local infrastructure combined with two decades of legal work on Canada's largest infrastructure projects, gives him a unique perspective on this file that he can bring to Ottawa as a Member of Parliament.

The Infrastructure Accountability Act 

Stephen pledges his first piece of legislation as an MP will be to seek accountability for taxpayers on federally funded projects with cost overruns like the North Shore Wastewater Treatment Plant.

It would establish an accountability framework that will apply to public infrastructure projects which receive significant federal financial contributions, ensuring the federal taxpayers are protected from mismanaged projects.

He would propose that the bill have limited retroactive effect to include projects launched since 2016, which would therefore apply to the North Shore Wastewater Treatment Plant.

The bill would have provisions requiring annual public reporting; disclosure of cost overruns; forensic audits for projects that have high cost overruns; and full transparency around change orders.
